GARDEN ROUTE NEWS - At its monthly meeting on 22 February the Mossel Bay town council approved a recommendation that a consultant be appointed to investigate the possibility of the establishment of a metropolitan municipality consisting of the current Mossel Bay and George municipalities.

Speaking on behalf of the ANC, Councillor Stanford Mbandezi asked what the benefit to local residents would be to form part of a metropolitan council.

"Mossel Bay is far better managed than George," Councillor Mbandezi argued.

 He asked how the level of service delivery that residents in Mossel Bay have become used to, and were proud of, would be guaranteed.

One of the arguments in favour of a metropolitan council was that, as a metropolitan council, application for housing development funds would be made directly to the national department of human settlements, and would not be determined by the provincial administration.

Provisions would be made in the 2018/19 operating budget for the appointment of a consultant, while the George Municipality will be asked to foot 50% of the expenditure.

The municipal manager was awarded the delegated powers to finalise and enter into an agreement with the George Municipality, setting out each municipality's obligations.

Die aanvanlike besorgheid van die ACDP is vir belastingbetalers in Mosselbaai waar hulle verhoogde koste in die gesig staar maar nie noodwendig tasbare verbeterde dienste nie. Nog `n bron van kommer is dat ons nie wil hê dat die inwoners van Mosselbaai die probleme wat die George Munisipaliteit moontlik ervaar, moet erf nie; byvoorbeeld die skuld van R72 miljoen wat hulle verlede jaar afgeskryf het en die aansienlike onderbesteding van voorwaardelike toekennings tot die bedrag van R68 miljoen. Dit dui op moelikheid.


Daar is ook risiko`s van bedrog en korrupsie wat vir `n aantal jare nie deur die raad aangespreek is nie. Hierdie sake moet deeglik ondersoek word en `n volledige en deursigtige verslag aan die Mosselbaairaad verskaf word.

'N Skoon oudit is ook nie 'n waarborg dat alles honderd present korrek is nie, want beide Kaapstad, wat deur die DA bestuur word en Knysna, wat deur die DA gelei word het hul skoon oudits verloor nadat sake deur die publiek bevraagteken is. Dit het gelei tot 'n ernstige vraagteken oor die geldigheid en geloofwaardigheid van skoon oudituitkomstes.

The ACDP`s initial concern is for ratepayers in Mossel Bay where they would face increased costs but not necessarily tangible increases in services. A further concern is that the ACDP does not want Mossel Bay residents to inherit the problems the George Municipality might be experiencing, such as the bad debt to the tune of R72 million that they wrote off last year and the substantial underspending of conditional grants for the amount of R68 million.
There are also risks of fraud and corruption that have been raised by the internal committee but have not been addressed by the council for years. These matters must be thoroughly investigated and a full and transparent report provided to the Mossel Bay council.
A clean audit is also not a guarantee that all is above board because in the last financial year both Cape Town which is governed by the DA and Knysna which is DA led have lost their clean audits after matters raised by the public gained media attention. This has led to a serious question mark regarding the validity and credibility of clean audit outcomes.

MOSSEL BAY NEWS - Following the news that the George municipal offices were raided by the Hawks on 23 April, the ACDP councillor in the Mossel Bay municipal council, Jeanette Gouws, expressed her concern regarding the alleged fraud and corruption at that municipality.

Due to the "current developments regarding the raid by the Hawks and other rumours and allegations", Gouws issued an urgent request for the Mossel Bay DA-led council to revise merger plans with George. 

"Mossel Bay residents cannot be expected to take these risks, many of them still unknown. Forming a metro with the George Municipality could deflect attention from the George Municipality`s problems, help hide irregularities and possibly enable bigger financial irregularities to occur," she pointed out.

In March the council in Mossel Bay proposed creating a metro by merging with the George Municipality. At that time Gouws requested a full and transparent report on the status of the George Municipality.

GEORGE NEWS - The wheels are in motion to place George under administration. Anton Bredell, minister of local government, started the process last week. Acting on his behalf while Bredell visits Germany, Minister of Transport Donald Grant told the George Herald on Monday that his colleague has "applied his mind" and started with the process to place three municipalities under administration - George, Bitou and Laingsburg.

"Yes, he is going to. He (Bredell) instigated the process for all three municipalities," said Grant. George Municipality will be given the opportunity to give reasons why they shouldn't be placed under administration.

In reply to a question by ANC MP Pierre Uys last week in the Provincial Legislature, Bredell said he has started implementing Article 106 of the Municipal Systems Act, following the Hawks' raid at George Municipality on 23 April. 

A member of the Executive Council (MEC) may apply this act if there is reason to believe that a municipality cannot or does not fulfil a statutory obligation binding on that municipality, or in the case of fraud, corruption, maladministration or any other serious malpractice.

Chris Disney, a property owner in both George and Mossel Bay municipalities, writes:

I am responding to ex-DA councillor Flip du Plessis' letter of Friday, 11 May.


I commend the DA-led Mossel Bay Municipality on a job well done, however, I find it disappointing that one of their ex-councillors went as far as to criticise not only the ACDP councillor Jeanette Gouws but as well, to belittle the leader of the ACDP, Pastor Kenneth Meshoe, by saying the party should have been dissolved after the 1994 elections.

Whether he likes it or not they are still around and are still doing a sterling work in Parliament, be it only with three representatives.


Ex-councillor Du Plessis needs to understand exactly what proportional representation means.
It does not mean that the controlling party can make decisions without there being any input from the minority parties.


I believe the public is entitled to know of any misgivings and Councillor Gouws had not only the right to bring to attention any misgivings she might have but at the same time she had a responsibility to her voters to advise of any moves, be they right or wrong.

At this stage, I believe it is important to advise the public of the mooted merger of the municipalities and of any probable problem areas that might be experienced.


I believe most people are aware Mossel Bay Municipality is well-run and in good financial standing, however, many would not be aware of the standing of George Municipality especially
as there would seem to have been some misgivings, with raids on the municipal offices by the Hawks.

 

Furthermore, my understanding is that by upgrading the two municipalities to a metro there would be some adjustment to salary structure which would cause additional expenditure and at the same time I would assume that certain duplication of positions would be done away with.


Which leadership would take up responsibility of leading the metro, or would the two municipalities still continue to operate independently?
How is this likely to affect the proportional representation of the smaller parties, especially with the elections in the next year.
I would also like to know if there are any further proposals to merge, say Oudtshoorn, Knysna and so on in the near future.

I sincerely hope that this merger is not in order to bolster the George Municipality at the expense of Mossel Bay Municipality as was the case when the well-run Centurion Municipality was merged with Pretoria to from the Tshwane Metro.

MEDIAVERKLARING: PROTESTE IN DIE MOSSELBAAI MUNISIPALE GEBIED

Na afloop van die protestoptrede waaronder Mosselbaai onlangs gebuk gegaan het, wil Raadsheer Harry Levendal, die uitvoerende burgemeester van Mosselbaai Munisipaliteit, alle inwoners en rolspelers bedank vir hul samewerking.

Veral vrywillige organisasies, soos die onderskeie buurtwagte moet vermeld word vir hul bydrae. Raadsheer Levendal stel alle Mosselbaai-inwoners gerus dat die Munisipaliteit alles in sy vermoë doen om soortgelyke situasies te voorkom. Hiervoor is deurlopende onderhandelings en betrokkenheid deur al die belangrike rolspelers en die geaffekteerde gemeenskappe uiters noodsaaklik.

Die Munisipaliteit het ten volle begrip en begryp die omvang en impak van die onlangse protesoptrede op inwoners, organisasies en besighede in die munisipale gebied.

Aslapark

Wat Aslapark betref was daar voorvalle van geweld. Dit het veroorsaak dat Louis Fourie-weg dae lank gesluit was en die gemeenskap van Danabaai was vasgekeer. Om die protes te ontlont het ‘n munisipale delegasie onder leiding van burgemeester Levendal ‘n openbare vergadering op 24 Julie 2018 met die gemeenskap van Aslapark gehou.

Die versoekskrif met eise van die gemeenskap is bespreek. Later dieselfde middag is daar met sowat 17 verteenwoordigers van die Aslapark-gemeenskap vergader om werkbare oplossings te probeer vind vir die aangeleenthede wat die gemeenskap grief.

Daar is ooreengekom dat daar ‘n opvolg gesprek sal plaasvind op 7 Augustus 2018 waartydens die Munisipaliteit amptelik terugvoering sal gee aan die Aslapark-gemeenskap op elk van die eise wat aan die Munisipaliteit gestel is. Van die aangeleenthede waarvoor werkbare oplossings, in belang van die groter Mosselbaai, gevind moet word sluit in:

  • Die toekenning van grond aan persone wat nie grond besit nie
  • Dat erf 2001 gediens word vir die vestiging van informele nedersettings en agterplaasbewoners
  • Dat water en krag nie afgesny word na diegene wat wel betaal nie
  • Dat kragbokse wat verwyder was teruggeplaas moet word
  • Dat die 2017-18 GOP-vergaderings herskeduleer moet word en die normale kanale gevolg moet word om die gemeenskap daarvan in te lig
  • Dat beurtkrag na formele huise langsaan informele nedersettings gestaak moet word
  • Dat gratis eenhede krag en gratis water toegeken word sonder om eers krag aan te moet koop
  • Dat lae-inkomste huishoudings en die wat staatstoelaes ontvang gratis munispale dienste moet geniet
  • Dat krag direk vanaf Eskom aangekoop word
  • Dat ondersteuning gebied word aan klein sakeondernemings
  • Dat die taxibedryf ondersteun en betrek word by plaaslike ekonomiese ontwikkeling-beplanning
  • Dat die werkloosheidsyfer verminder en Wyk 3 betrek word by beplanning
  • Dat die hoë syfer dwelmverbruikers in die wyk ondersetun word met jeugprogramme
  • Dat die oprigtingsproses van die Aslapark-taxistaanplek ondersoek word.

Die gemeenskap het die volgende dag weer by die KwaNonqaba-polisiekantoor saamgetrek. Met onmiddellike ingryping en onderhandelings is die situasie ontlont en die skare is vreedsaam uiteen. Die situasie word nou deurlopend gemonitor.

Danabaai

Veral Danabaai is deur die protesoptrede geaffekteer deurdat hulle toegangsroete gesluit moes word. Dit het groot ontwrigting vir die hele gemeenskap veroorsaak. Die amptenary ondersoek die moontlikheid van ‘n toegansgroete vanaf die N2 en sal meer volledig hierop terugrapporteer wanneer meer inligting beskikbaar is. Die provinsiale regering is dan ook reeds op politieke vlak ingelig van hierdie uitdaging wat dringende aandag moet geniet.

Brandwag

Proteste het terselfdertyd in die Brandwag-omgewing begin en die pad na Oudtshoorn was ook gesluit. Burgemeester Levendal en sy delegasie het die gemeenskap van Brandwag toegespreek om die situasie te bedaar, maar dit het nie goed afgeloop nie en die polisie moes tussenbeide tree. Die situasie het sedertdien bedaar.

Groot-Brakrivier

Die staking deur die werkers van die Bolton-skoenfabriek word deurlopend deur die plaaslike polisie op Groot-Brakrivier gemonitor.

Gebiedsveiligheidsplan

Die konsep-veiligheidsplan vir die Mosselbaai munisipale gebied is deur die raad aanvaar en moet nou met die rolspelers gekonsulteer word. Die forum om die konsep te bespreek sal in Augustus vergader.

MEDIA RELEASE: PROTESTS IN THE MOSSEL BAY MUNICIPAL AREA

Following the recent protest action in Mossel Bay, the Executive Mayor of the Mossel Bay Municipality, Alderman Harry Levendal, would like to thank all the residents and role players for their co-operation.

Especially volunteer organisations, such as the various neighbourhood watches, need to be mentioned for their contributions. Alderman Levendal would like to assure all Mossel Bay residents that the Municipality is doing everything in its power to prevent similar situations. In this regard continuous negotiations and the involvement of all the important role players and the affected communities are extremely important. 

The Municipality fully understands the extent and impact of the recent protest action on all residents,organisations and businesses within the municipal area.

Asla Park

As far as Asla Park is concerned, incidents of violence continued for days. This resulted in Louis Fourie Road being closed for days and the community of Dana Bay being trapped.

To defuse the situation, a municipal delegation under the leadership of the Mayor Levendal held a public meeting on 24 July 2018 with the community of Asla Park. A petition with the demands of the community was discussed. Later the same afternoon a meeting was held with 17 representatives of the Asla Park community to try and find workable solutions for the issues and grievances of the community.

It was agreed that a follow-up discussion will take place on 7 August 2018 at which the Municipality will give official feedback to the Asla Park community on each of the grievances that were put to the Municipality. Some of the issues for which workable solutions must be found in the interest of the greater Mossel Bay include:

  • That landless people be given land
  • That erf no 2001 be served for informal settlement and backyard dwellers
  • That water and electricity not be cut to those who fail to pay
  • That electricity boxes that were removed be returned
  • That 2017/18 IDP meeting be convened and the normal procedure for calling the meeting be followed
  • That paying customers not be affected by load shedding
  • That free units of electricity and free water be granted without having to buy electricity first
  • That social grants and low-income households be granted free municipal services
  • That customers be allowed to buy electricity directly from Eskom
  • For small businesses to be supported and not destroyed
  • That the taxi industry be supported and involved in LED plans
  • That the unemployment rate be reduced by involving the ward in plans
  • That the high rate of drug users be reduced by providing support and activities for the youth
  • That the establishment of the Asla Park taxi rank be investigated.

The community again gathered at the KwaNonqaba police station the following day. The situation was defused through immediate interventions and negotiations and the crowd dispersed peacefully. The situation is being monitored continuously.

Dana Bay

Dana Bay in particular was affected by the protest action as the access route had to be closed. This caused great inconvenience to the whole community. The officials are investigating the possibility of establishing an access route from the N2 and will report back in more detail when more information is available. The Provincial Government has been informed at political level of this challenge, which needs to enjoy urgent attention.

Brandwag

Protests started simultaneously in the Brandwag vicinity and the road to Oudtshoorn was also closed. Mayor Levendal and his delegation addressed the Brandwag community in an attempt to calm the situation, but the police had to intervene. The situation had since calmed down.

Great Brak River

The strike by employees of the Bolton shoe factory is being monitored on an ongoing basis by the local police at Great Brak River.

Area safety plan

The draft safety plan for the Mossel Bay municipal area has been accepted by Council and the role players must now be consulted. The forum will meet in August to discuss the draft.

The Executive Mayor of Mossel Bay will be hosting the 2nd Annual Mayoral Golf Day on 22 June 2018 in order to raise funds for The Mayoral Relief and Charitable Fund.

The aim of the Golf Day is to raise R300 000 for the fund. An appeal is hereby made to you or your company to assist with sponsorship for the event.
